USEFUL INFORMATION

The Idea & the start of support

The RESOURCE–Handumanan Foundation, Inc. (RHFI) began as a housing and community development project led by Fr. Antonio Palacios, OAR, in partnership with the University of Negros Occidental–Recoletos (UNO-R) and Spanish donors. The initiative aimed to provide displaced families with safe and affordable homes while fostering a sense of community rooted in compassion and faith.

Over time, the foundation grew and evolved into a registered non-profit organization in 2002, broadening its mission beyond housing to include health, education, and livelihood programs. These programs were designed to uplift families in Barangay Handumanan by promoting self-reliance, social responsibility, and spiritual growth. Today, RHFI continues to embody the Augustinian Recollects’ commitment to serving the poor and empowering communities to live with dignity and purpose.

OUR SERVICES

Best Help

The RESOURCE–Handumanan Foundation, Inc. (RHFI) provides holistic community services that uplift the lives of underprivileged families. Its programs focus on affordable housing, accessible health care, quality education, early childhood development, and sustainable livelihood opportunities—building a faith-driven and self-reliant community in Barangay Handumanan and beyond.

Housing Programs

RHFI offers affordable housing to low-income families, providing them with safe, decent homes and a sense of stability. Each housing program promotes community cooperation and long-term sustainability through structured amortization and shared responsibility.

Health Services

Through the St. Ezekiel Moreno Health Center, RHFI delivers accessible medical, dental, and laboratory services to residents and nearby communities. The program ensures holistic care for the poor in partnership with the Siervas de Maria Ministers to the Sick.

Education Initiatives

RHFI supports learning from early childhood to basic education through its day care and St. Ezekiel Academy–Recoletos programs. These initiatives nurture academic growth, moral values, and faith-based character formation among children.

Livelihood Projects

The foundation empowers families through skills training, small-scale enterprises, and cooperative development. These projects help improve income opportunities and promote self-reliance within the community.

The Vision Begins

The foundation’s story started in 1991, when Fr. Antonio Palacios, OAR, of the University of Negros Occidental–Recoletos (UNO-R), proposed a housing project for displaced families from Barangay 39, Bacolod City. His compassion for the poor inspired a movement that would soon change countless lives.

The First Milestones
In 1994, with support from Manos Unidas and the Autonomous Government of Navarra, Spain, the Recoletos Quadruplex Housing Project and St. Ezekiel Moreno Health Center were inaugurated in Barangay Handumanan. The two-hectare site was donated by the Araneta-Villasor family, and the event was graced by national and international partners — marking RHFI’s first major success in community development.
